Income threshold — the key eligibility question

Malaysia's regulations set a minimum household income for employers of domestic helpers. The exact figure depends on which country the helper comes from. These thresholds are reviewed and sometimes adjusted. At your PMA consultation, your consultant will confirm whether your stated income qualifies and which source country options are open to you.

Self-employed individuals, business owners, and retirees can qualify — the assessment simply looks at different documents. A retired couple drawing EPF and rental income, for example, would present bank statements and rental agreements rather than payslips.

The domestic helper's documents are prepared by the source-country agency and coordinated by PMA. You will not need to source most of these yourself, but understanding what they are helps you ask the right questions and set realistic timing expectations.

What is the biodata form?

The biodata is the candidate's professional profile: full name, age, religion, language skills, cooking abilities, previous employment history (employer name, country, duration, reason for leaving), and any specific household skills. When PMA sends you a shortlist, each candidate comes with her biodata. Read it carefully — it is the basis for the video interview and sets expectations on both sides.

What is FOMEMA?

FOMEMA (Foreign Workers Medical Examination Monitoring Agency) manages medical screening for all foreign domestic helpers entering Malaysia. After your helper arrives, she attends a FOMEMA-panel clinic within a government-set window. If the result is "unfit," the helper cannot work legally until cleared or returned to the source country. Documents by Process Stage

The hiring process moves through four distinct document-heavy stages. Knowing which documents land at which stage prevents last-minute scrambles.

Common Document Mistakes and How to Avoid Them

Most delays in hiring a domestic helper in Malaysia trace back to documentation errors, not to the Immigration queue itself. The same mistakes come up repeatedly in 30-plus years of placement work at PMA.

Utility bill not in the employer's name

If the electricity or water bill is in a spouse's or parent's name, it does not prove your residence. The fix: use the joint TNB account and include both names, or substitute with a bank statement showing the same address — but confirm this with your agency first, as acceptability varies.

Payslips that don't match the application address

Employers who recently moved house sometimes find their payslip still shows an old address. Immigration may query the discrepancy. A letter from your HR department confirming the move and current address helps bridge this.

Passport not valid long enough

The helper's passport must have sufficient validity remaining not just for entry but for the full PLKS period. PMA's source-country partners check this before including a candidate in a shortlist, but it is worth raising at the video interview stage.

Household member NRIC copies incomplete

Every adult living at the declared address must be included. Adult children who are still registered at the same IC address but have moved out cause confusion — update before submitting. Ask your consultant if you are unsure about who counts.

Income documents showing irregular income

Bonus-heavy months, self-employment, commission income, or rental income can all qualify — but they require more documentation than a salaried payslip. Bring 6 months rather than 3 if your income varies, and include the EA form. PMA consultants have structured hundreds of these cases; ask early rather than discovering the gap at submission.

Post-Arrival Documents — Employer Obligations

Hiring a domestic helper creates ongoing administrative obligations for the employer. These are not optional — failure to maintain them can void the work permit and create liability.

PERKESO (SOCSO) registration and monthly contributions

Since 2021, employers must register foreign domestic helpers under PERKESO (Pertubuhan Keselamatan Sosial) and pay monthly contributions. Registration is done at perkeso.gov.my. PMA guides employers through this at the time of placement.

SPIKPA / IG insurance

A mandatory insurance policy (SPIKPA or its successor product) must be in place before the helper departs her home country. This covers hospitalisation, repatriation, and certain liabilities. Renewal is annual — set a calendar reminder so you don't lapse.

PLKS renewal

The Pas Lawatan Kerja Sementara is valid for a set period and must be renewed before expiry. An expired PLKS means your helper is working without authorisation, which creates legal exposure for you as the employer. PMA can manage renewal on your behalf — ask about this service at your consultation.

Passport custody

The domestic helper's passport must remain in her own possession at all times. Withholding a foreign worker's passport is illegal under Malaysian law and a recognised indicator of forced labour. Keep a photocopy of the first page for your records, but return the original to her immediately.

Transfer Maid — Different Documents, Different Timeline

A transfer maid is a domestic helper already in Malaysia, transferring from a previous employer. The document set differs from a fresh-hire because no overseas recruitment documents are needed — she is already here.

Transfer maids move faster because many documents are already in the system. However, understanding why the previous employer is releasing her matters — the release letter shows the reason, and a history of short placements deserves a question at the video interview.
